A nemzetközi monetáris és pénzügyi rendszer működése – egy „nem-rendszer” strukturális feszültségei

Absztrakt:

A nemzetközi monetáris és pénzügyi rendszer az elmúlt évtizedekben szinte folyamatosan napirenden szereplő vitatéma volt a közgazdaságtanban. Legutóbb a 2007-ben elkezdődött és 2008-ban globálissá vált pénzügyi válság irányított kiemelt figyelmet olyan témakörökre, mint a globális pénzügyi intézmények és vállalatok tevékenysége, a pénz- és tőkeáramlások alakulása, a nemzetközi szabályozás, valamint a jegybankok szerepe. A válság mélysége és hatása különösen felnagyította a rendszer hiányosságait, és olyan megoldások keresésére sarkall, amelyek – kiküszöbölve, de legalábbis mérsékelve a rendszer negatív externáliáit – elősegíthetik a fenntartható, inflációmentes és kiegyensúlyozott gazdasági növekedést. Ezt szem előtt tartva a tanulmány egyik célja a mai rendszer fogalmi keretének, főbb szerkezeti elemeinek rövid bemutatása. Ennek szükségességét a Bretton Woods-i rendszerhez képest bekövetkezett jelentős változások is indokolják. A tanulmány másik célja a rendszer bonyolult működésének átfogó bemutatása, vagyis a rendszert alkotó főbb elemek szerepének és egymással való kapcsolatuknak a vázolása; a részletek vizsgálatát nem tekinti feladatának. A tanulmány alapján megállapítható, hogy nagyfokú hiányosságai miatt a nemzetközi monetáris és pénzügyi rendszer nem elégíti ki egy jól működő rendszer követelményeit. Nem alkalmas arra, hogy globálisan egyensúlyban tartsa az árfolyamok és a tőkeáramlások alakulását, biztosítsa a nemzetközi likviditás optimális szintjének elérését és összehangolja a nemzetközi (gazdaság- és monetáris politikai) kooperáció, az átgyűrűzések és a különböző volatilitások kapcsolatát.
