Absztrakt:
Bulgária monetáris integrációja Európával az 1997-ben létrehozott valutatanácsi rendszer bevezetésével kezdődött. A tanulmány bemutatja, hogy a jegybanki finanszírozásra és a pénzteremtésre vonatkozó szigorú korlátok, a válság során kialakult politikai konszenzussal párosulva, miként állították helyre a hitelességet, segítették a beruházások vonzását, valamint támogatták a mélyreható strukturális változásokat és a privatizációt. A korai sikerek ellenére Bulgáriának a válságstabilizációtól a 2007-es uniós csatlakozásáig, majd a 2020-as ERM II-höz való csatlakozásáig, illetve az euro bevezetéséig vezető útja szokatlanul hosszú volt, amit a válság előtti egyensúlytalanságok fennmaradásának, a globális pénzügyi válságnak, majd a válság utáni szigorodó európai prudenciális követelményeknek a kombinációja alakított. Noha Bulgária monetáris politikáját a valutatanácsi rendszer létrehozása óta a horgonyvaluta határozza meg, az euro bevezetése továbbra is további előnyökkel jár – részvétel az EKB döntéshozatalában, alacsonyabb deviza- és országkockázat, mélyebb pénzügyi piaci hozzáférés és csökkenő tranzakciós költségek –, miközben a fennmaradó költségek nagyrészt átmenetiek. A monetáris siker ugyanakkor nem oldja meg teljes mértékben Bulgária tágabb intézményi és demográfiai kihívásait.
